Utility helper error on Fred Connect

Issue

PBS claims are not transmitting, but instead returning a Utility Helper error.

Cause

A network failure has disrupted the Intercom service.

Resolution

1. Restart Intercom and Fred Connect
2. Run PBS_RESENDCHECK from Tasks in Fred Connect.
   
   
3. Confirm claims are transmitting successfully.
